No you do not need two different Xbox live accounts and no you dont have to play on the 360. As long as you have two people playing its fine, and yes it can be split-screen. Quad shooting is aloud.

You need two people so just ask the people on HPAW your friends anyone really. There is no physical “prize” but you will be featured on HPAW through the tournament and maybe on a future official episode.
